Ontario gives it force under provincial highway law, and roadside inspectors enforce it: insecure loads can put a vehicle out of service on the spot and generate convictions on the carrier’s safety record.

NSC 10 is largely performance-based. Rather than prescribing one method for every commodity, it requires that cargo be contained, immobilized or secured so it cannot shift within the vehicle, spill, blow off, or fall out under the forces of normal operation — which explicitly includes emergency braking and sudden evasive manoeuvres, not just smooth cruising. Around that core sit specific requirements: tie-downs and securing devices must be in sound condition and used within their working load limits, minimum numbers of tie-downs scale with the cargo’s length and weight, and certain commodities have their own detailed rules.

You’ll never touch a ratchet strap, but three shipper-side habits decide how securable your freight is:

  • Build on sound pallets. Intact deck boards and stringers give straps and forks something trustworthy to work against. A pallet rated for the weight it carries is the foundation of everything downstream.
  • Wrap to the pallet, not just around the boxes. Stretch wrap should anchor the load to the deck so the unit moves as one piece — that’s what lets vehicle-level securement do its job. Band or strap anything dense or shift-prone.
  • Report weight and dimensions honestly. Securement equipment is rated, and so are trucks and tailgates. Accurate numbers mean the vehicle that arrives can restrain, lift and legally carry your freight.
