The 400-Series Highways: A Freight Primer for Ontario Shippers
How Ontario's 400-series highways shape freight movement — the 401, QEW, 403 and 407 corridors, rush-hour realities, and what they mean for transit times.

Nearly every commercial shipment moving through Southern Ontario spends most of its trip on a small set of controlled-access highways: the 401, the QEW, the 403, the 400 and their connecting routes. Knowing which corridor your freight rides — and what that corridor is like at different times of day — goes a long way toward understanding transit times, why quotes differ between city pairs of similar distance, and why a dispatcher asks when the freight can be ready. This primer maps the network from a shipper’s point of view.
What the 400-series network is
The 400-series highways are Ontario’s provincially maintained, controlled-access freeways — multi-lane divided highways with no traffic lights, entered and exited only by ramps. They were built to move high volumes of traffic at highway speed, and they carry the overwhelming share of the province’s truck freight.
One naming quirk worth knowing: the Queen Elizabeth Way (QEW) predates the numbering system and kept its name. It is functionally part of the same network and is one of the most important freight corridors in the province, linking Toronto to Hamilton, St. Catharines, Niagara Falls and the Fort Erie border crossing.
For a carrier, the network’s value is simple: a direct run between two Southern Ontario businesses can stay on controlled-access highway for almost the entire trip, which is what makes same-day direct service across the region practical.
The corridors that matter for GTA freight
Here are the routes that carry most business freight in and around the GTA, Golden Horseshoe and Southern Ontario:

A useful way to read this table: almost every run a GTA business books resolves to one or two of these corridors. Mississauga to Kitchener is a 401 run. Vaughan to St. Catharines is a 427-to-QEW run. Brampton to Barrie is 410, 407 or 401 across, then 400 north.
How highway geography shows up in transit time
The distance between two cities is only half of a transit-time estimate — the other half is which corridor connects them and how that corridor behaves. Two patterns dominate:
- The 401 through Toronto is a shared road. Between roughly the 427 and the Don Valley Parkway, freight competes with one of the heaviest traffic volumes on the continent. A cross-town run at midday and the same run in the afternoon peak are different trips.
- The QEW funnels through Burlington and Hamilton. Everything moving between the GTA and Niagara passes the Burlington Skyway area, so incidents there ripple through the whole corridor.
This is why experienced carriers talk about departure windows rather than just distances, and why a same-day run booked early in the day is easier to land than one booked late. It’s also one of the quiet reasons hours-of-service rules matter to shippers: congestion consumes a driver’s available hours just like driving distance does, and a dispatcher planning a long run has to budget for the corridor, not the map.
The 407: paying for time
The 407 runs east–west across the top of the GTA, roughly parallel to the 401, and it is electronically tolled — charges are based on distance travelled, time of day and vehicle class, with no toll booths. Heavier vehicles pay higher rates than passenger cars, and vehicles above a certain weight are generally required to carry a transponder; the 407’s operator publishes the current rules.
For freight, the 407 is a tool rather than a default. On a time-critical run when the 401 is jammed, the toll can buy back an hour; on routine freight with a comfortable window, the free route usually wins. Border and gateway connections
Southern Ontario’s highways end at some of Canada’s busiest trade gateways: the QEW reaches the Fort Erie and Niagara crossings, the 402 reaches Sarnia’s Blue Water Bridge, and the 401 continues to Windsor. Regional carriers don’t necessarily run those international legs themselves — cross-border and long-haul Canadian freight is often arranged through transportation partners — but the geography explains why the GTA is such a dense logistics market: it sits at the centre of the corridors connecting those gateways to each other and to the rest of the country.

What this means when you book freight
You don’t need to route your own shipments — that’s the carrier’s job — but a little corridor awareness makes you a sharper buyer:
- Book with the corridor’s rhythm in mind. Freight that can leave in the morning rides emptier highways than freight released at 3 p.m.
- Expect similar distances to price and time differently. A 60 km run down the 401 through Toronto is not the same job as 60 km up the 400.
- Give accurate ready times. A dispatcher planning around the 401’s peaks can only do it with real information.
